The Armor Australia ACH IIIA Ballistic Helmet +Frag ACH High Cut fits all head sizes due to the adjustable dial harness system. This is the same set up on hardware which the FBI and DEA are using.  It has a high fragmentation protection level in line with military end user requirements.
